BCF Launches Executive Order Tracker to Empower Black Communities Amid Rapid Policy Shifts

WASHINGTON, D.C. — March 13, 2025 — In response to a surge of executive orders from the White House, the Congressional Black Caucus Foundation (CBCF) has introduced a new tool aimed at helping Black communities better understand and respond to fast-moving policy changes.

The CBCF Executive Order Tracker, officially titled “Understanding What’s at Stake for Black America,” offers real-time updates, policy summaries, and contextual analysis of executive actions issued by the president. Developed by the CBCF’s Center for Policy Analysis and Research, the platform is designed to clarify the legal and social implications of executive orders—particularly those that disproportionately affect Black Americans.

“Executive orders are often enacted quickly, without the debate or transparency that accompanies legislation,” said Dr. Jonathan Cox, Vice President of the Center. “Our communities are frequently the most impacted by these decisions, and we must have tools that allow us to respond with urgency, understanding, and strategy.”

The tool arrives as the White House has issued a record 36 executive orders in a single week—many of which, according to policy analysts, could reverse civil rights protections, hinder access to healthcare, and reduce support for equity-driven initiatives. The Executive Order Tracker focuses on critical areas such as education, housing, healthcare, criminal justice reform, and economic opportunity.

According to CBCF officials, the platform was created not only to inform the public but to encourage greater civic engagement and policy advocacy. Its interactive features break down complex legal language, making federal actions more accessible to the general public, grassroots organizers, educators, and policymakers alike.

The tracker also includes statements and policy positions from members of the Congressional Black Caucus, adding insight into how elected officials are responding to the latest developments in Washington.

“This is more than a digital resource—it’s a public service,” Cox said. “By making policy more accessible, we’re strengthening the ability of Black communities to organize, respond, and shape the future.”

The platform will function as a living tool, with continuous updates as new executive orders are signed and as court challenges emerge. CBCF hopes the tracker will serve as a civic bridge between Black communities and the federal government, ensuring that policy is not only tracked—but understood and met with informed action.
